An electrical installation certificate is something that you must have every time some work is done which includes a circuit extension,
a new surface, or even some orders.
What is the benefit of having an installation certificate?
It ensures that the work just completed is compliant and safe,
and ensures that it is safe to use.
Electrical Installation Certificates (EICs) and Minor Electrical Installation Works Certificates (MEIWCs) provide you,
as the person responsible for electrical installation safety,
with a declaration that the new installation, alteration,
or addition is safe for use at the time it is put into service.
Retaining these certificates also provides a basis for any additional examination and testing,
as they can help save for costly exploratory work that may be required in the future.
In addition, in the event of an allegation that injury or fire has been caused by an electrical installation,
certificates are documented evidence that helps show that the installation has been installed to satisfactory safety standards.
The electrical work installation certificate will indicate whether the electrical work carried out:
New – Where the entire installation is installed as new if a complete rewiring was performed.
Addition – This applies if an existing installation is modified by adding one or more new circuits.
Modification – This applies if one or more existing circuits are modified or extended (eg to add a receptacle),
or items such as the consumer unit (fuse box) and switching equipment are replaced.
It may also be required to modify or add to the installation – depending on whether or not a new circuit is being installed.
If a change or addition is made but does not involve a new circuit, a MEIWC or EIC may be used.
An electrical work installation certificate must be issued whenever there is :
Fresh install
When any new single circuit or multiple circuits are added to an existing installation.
When there is any change in the distribution board (consumer unit)
When there is any change in the circuit and this change requires a change in the protection device.
After the initial verification, and after the complete inspection and testing procedures have been carried out,
the Electrical Installation Certificate must be completed. This is something required by law.
Carelabs electrical installation certification process
Each time the electrical contractor completes a new electrical installation, extension,
or modification to an existing installation,
it is obligated to test the installation and certify its compliance with existing standards.
These standards are set by the Irish Electrical Technical Council (ETCI).
Each customer shall obtain a copy of the Certificate of Completion of Electrical Works whenever electrical works are completed.
Be sure to keep your copy of the certificate. This requirement helps ensure your safety.
In order to verify its compliance with the requirements of the relevant standard. With self-certification,
there is an absolute requirement for complete inspection and testing procedures.
This chapter explains the minimum verification procedures required by Health and Safety legislation and BS 7671.
The Wiring Regulations require that each installation be inspected and tested,
both during installation and before being put into service.
The persons signing the certificate are responsible for all acts,
hidden and obvious. The EIC signer can only be responsible for work for which there is a contractual arrangement.
Inspection and testing can be carried out by a specialist operator,
installer,or possibly a design consultant.
Who can apply for an electrical work installation certificate?
Landlords, electrical contractors, and licensed wiremen can apply to have their electrical work inspected and certified.
Carelabs offers crash test certifications such as:
In case of overloading any of the electrical circuits or equipment.
If there are any potential electric shock and fire hazards
In case of any faulty electrical work
In case of any deficiency in grounding or bonding
Tests are also carried out on wires and stationary electrical equipment to verify their safety.
A circuit timetable is also provided, which is invaluable to the property
Suitability of switchgear and control equipment. For example, an old fusebox with wood back,
cast iron wrenches, or a combination of the two will need replacement
Serviceability of switches, sockets, and light fixtures.
Items that may need a replacement include old round sockets, round light switches,
cables with fabric paint hanging from ceiling roses to light fixtures, black switches,
and sockets recessed into skirting boards The type and condition of the wiring system.
For example, black rubber-coated cables were phased out in the 1960s.
Likewise, lead- or cloth-coated cables are older than this and may need replacement
(modern cables use long-lasting PVC insulation)
Ensure you have a fusebox with a suitable residual current device (RCD)
Having sufficient identification and notices
The extent of any wear, damage, or other deterioration
Any changes in the use of the premises have resulted in or may result in unsafe conditions
If any dangerous or potentially dangerous condition or conditions are found,
the general condition of the electrical installation will be declared “unsatisfactory”,
which means that remedial action is required without delay to remove risks to people, and damage to equipment in the building.
Minor electrical work installation work certificate
The Minor Works Certificate is intended to be used for additions
and modifications to an installation that does not extend to the provision of a new electrical circuit.
Examples include adding a receptacle outlet or light point to an existing circuit,
moving/replacing a light switch, etc. This certification may also be used to replace equipment such as accessories or lights,
but not to replace distribution boards or similar items.
However, proper inspection and testing must always be carried out regardless of the extent of work performed.
